i just don't like society simulator games that don't let me raise the red flag high. i see age of wonders is on sale and was wondering if this was a fantasy i could play out in this game? 
I play fanatic egalitarians with utopian abundance in stellaris, can i play out this fantasy in AOW?

Sorry, could you elaborate what exactly you are looking for?
In AoW (generally), you can 'migrate' newly aquired cities (or actually, at any time you want), which increases your reputation with your faction due to having more cities, but decrease reputation with the migrated one. Also gives a negative impact to your alignement.
The society aspect of AoW is very basics, though. Sure, you can get rioters, but thats about it. No policies to implement, no laws to enact....

Oh ok. Are there no rights involved? No ideologies? Like in stellaris i can choose the living standards to grant my population, and there's a utopian living standard which gives equal standards to rulers, specialists, and workers. And then I can go do liberation wars to end slavery and impose egalitarianism.
Planetfall isn't a Stellaris with the focus on the ground. They are very different games that aim for different things. Planetfall hasn't a focus on society, more than anything it got factions that got their own ideas and strategies and with empire doctrines you kinda influence how they behave but that isn't the focus of the game. Empire doctrines aren't like Stellaris civics even when both aim to give a bonus to the empire/faction that shows a little of that society. Like the Kir'ko that got some empire doctrines representing how they view and interact with other empires taking in account their past history of being enslaved
Now that if by "Utopian Abundance" you mean having spare parts for your pops the Assembly will like to show you around and improve your faulty biological body

Isn't Xenoplague better in that case? It literally turns enemy biological units into plague units under your control (well, with a chance and infections)
Assembly is, ironically from a lore-standpoint, more focused on resurrecting own units or build disposable pawns. Synthesis and Xenoplague (Xenoplague more than Synthesis) can convert enemy units, though Heritor can do so as well. Psynumbra would fit as a roleplay, too, since you are basically an evil cult with the purpose to snuff out happiness.
Or you play Sarkan and raze every city you come across while dispensing disinformation campaigns....

Depends on how long you want to milk a map.
I technically play like a fanatic egalitarians with utopian abundance because I take forever to finish a map on purpose. Too fun to see once tiny puny settlements become large metorpolies with 50+ pop each and more than a good chunk of planet rebuilt from ashes of the star union. It means building plenty of farms which isn't considered "optimal play" by most players though.

If you want to be good guys you can get the star dlc and play the oathbound. A group of knights dedicated to protecting the weak and helpless and killing off the bullies, all in the name of justice of course

Oathbound are not exactly egalitarians, with watchers and all.
Celestian Oathbound for an enlightened state. Alternatively Synthesis Vanguard or Synthesis Amazon for an somewhat egalitarians state.
