But in this case it isn't since there is no copy protection of any kind in place to prevent you from changing the locations or starting the game from it's .exe.
So you are not circumventing something that isn't in place.
Paradox has said many times it's completely fine to play without Steam. They are not using any DRM.
Yeah, I have copied EUIV to a seperate folder and play it from there without using Steam.Technically, there's no copy protection on EU4 period because I can just run the launcher directly, unlike most other Steam games where doing that results in being told "run it via Steam you peasant". Of course, copyright is a different story and obviously Paradox will have that over EU4 no matter what.
