I don't understand how legion composition works

Okay, so I'm playing the tutorial, and have just gotten the ability to make legions via the Punic reforms, which lets me make one.

There is clearly some hidden contraints that neither the game nor the wiki are telling me, because for no readily identifiable reason, as a certain point, the "create legion" button gets greyed out. It's not a money issue, or a manpower one.

There is clearly some sort of weigthing why an engineering company is "weighted" more than heavy infantry or that than light infantry or something... But nothing is SHOWING what or telling me why.

What don't I know?
 
Looks like it's a gold issue - you need to pay the 25 base cost to found a legion, plus the unit cost (it's not a fantastic UI, is it?). So for #1 + #3 you're paying 157 and 161 total, while for #2 you're paying 185 gold total (and since you only have 166, you can't afford it).

Yeah that wasn't clear. They really could have used a "total cost" value.



Okay, hopefully now I know that I can save enough money to make a substantial legion before the disloyal governor who just got a massive boost to his power, since following the tutorial, he gets ALL the land I just conquered...
