How to reduce number of colonists to send for a new city

I use EU2 with AGCEEP + MyMap, after thousands of games I played I'd like to try new ways of easier colonial expansions.

I'd like to change the number of settlers e.g. to 500 when I send them to a new colony, reaching the number of 1.000 necessary to have a city in only 2 times. Otherwise I'd like to set the number of inhabitants necessary to reach the level of city to a lower level (for example to 200).
Anyone can help me?

You cannot do that in EU2, but you can with For the Glory. And you should probably have posted there.
