How does Despoilation interact with federations?

From the wiki:

Loser loses 500 Energy and 500 Minerals for every 3 planets they own, rounded up, and capped at 60 planets, for a maximum of 10,000 Minerals and Energy gained. Victor will then gain those resources even if the loser didn't have enough. Loser gets -20% reduced energy and mineral production for 10 years.

How does this interact with declaring war on a Federation member? Is everything applied only to the specific empire you are attacking and the other federation members are just ancillary war participants?

Also, I seem to recall that if you win the despoilation war goal, you do also get to keep occupied claims, is that correct and do you keep occupied claims in other federation members who were not the original war target?
 
You do keep occupied claims on federation partners, but the despoliation effects only apply to the target empire (same as wargoals like humiliate, vassalize, scion, etc).
