Why cant you install the steam ones? Dare I say it, but as you don't have any icons on your profile are you using a legitmate copy of the game ?

You might have them installed, but there is a menu on the pop up before you start the game and the last one is for mods to turn them on and off. I ran into the same problem.
mods can only be selected once you've opened the game to the first screen. Choose the "MOD" tab, then check the mods that you desire to use. However, to have any mods available, you have to access them in the workshop prior to running the game. And, not all mods are compatible.
i download the millenium dawn mod/modern day mod i follow all the steps but it wont look like the steps
