NSB supply system is ignoring MtG naval zones blocked.

Description
While playing as Japan, I tried to make all my supply come from Korea by blocking the Yellow Sea, but the supply system ignored that, and kept trying bring supplies by sea through the ports of East Hebei and Dalian.

Steps to Reproduce
Maximize the railroad between Tokyo and the Kanto port, then block the Yellow Sea.
