Modification of Country Leader Traits file does not work

Description
Any changes on the 00_traits file in the country_leader folder does brak the game. The game will start and work, but country leaders stop to give any bonuses. This does occur whether the file is modifed correctly via mod or in the originial folder. It even seems that a change and change back to the origianl parameters (only date / time of file changed) seems to genarte this bug

What text editor did you use?

Windows Editor.
Never was a Problem in the past.
And is also working fine for other files I modified.
I also did not notice any irregularities (missing tabs etc.) when checking with other editors

You should never, never use Windows Notepad for modding. It can break encoding, line ending, and non-Windows-1252 characters without any warning.
Use Notepad++ or about any other editors that don't break those things.

In your case, it's most likely the BOM. Most files in common\ are encoded in UTF-8 without BOM, and adding one, which Notepad by default do, breaks them.

Never had this issue before with Windows Notepad but I will use your recommendation in the future.
