Description
Molotov-Ribbentrop Pact between Germany and USSR doesn't give Soviets their claim on Southern Bessarabia. This leads to weird things like USSR puppeting Ukraine in Southern Bessarabia if Romania refuses to give Bessarabia and is later defeated by the Soviets, because as the USSR doesn't have claim, it tries to puppet Moldova or Ukraine.
Solution: fix Molotov-Ribbentrop Pact to give SOV claim on Southern Bessarabia.
Note: I had mods but were only cosmetic, I had achievements enabled. Anyway, this bug has been happening since MtG.
Steps to Reproduce
Start a historical game, wait for Molotov-Ribbentrop Pact, USSR gains claims on Baltic states, Finland, Western Poland, Bukovina and Bessarabia but not Southern Bessarabia.
