Description
In the 1936 start date, all colonial states have started with 0% resistance and 70% compliance since LaR. However, since the Collie release, I've noticed that compliance in states owned by Italy and Japan has changed:
- Italy starts with 0% compliance on Zara
- Italy starts with 10% compliance on Eritrea and Somaliland
- Japan starts with 5% resistance and 5% compliance in South Korea, North Korea, Dalian, Hebei and Taiwan.
- Japan starts with 20% compliance in Marshall Islands, Palau, Caroline Islands. Other islands owned by Japan start with 70% compliance as usual.
Other countries with colonies (UK, France, Spain, USA) have 70% as usual.
Is this change in compliance intended?
The case of Zara is particularly strange, because it starts with 0% compliance when actually it should be an Italian core. According to the Italian census in 1921, there were 12,283 Italians in Zara and only 2,538 Serbo-Croats. Italians were 66% of the population.

Start a regular game in 1936 start date and check colony states owned by Italy and Japan.
