I dunno, Dumble. I guess the acid test of this policy is whether or not posting quotas do, in fact, leading to more spamming on the boards overall. One might presume Paradox would not maintain this policy if it were utterly ineffective in it's stated goal. You might argue it deters a few users.Hmm... let me follow this logic for a minute. In order to reduce the amount of Spam you force placers to make a minimum amount of post before they can post in other forums.
