Help! civil factory

i have been playing heart of iron IV recently and start to understand the game i play peru and have conquered a number of countries but now the civil factories are gone to the Costumers Goods all 45 i have full mobilization first there were only 2 civil factories at costumers goods even when i convert a military factory to a civil factory it goes directly to the Goods.... can someone please say what is going on i realy enjoy the game but this is a real game breaker for me
