I built about 20 cells and 1 temporary cell with 10 bunk beds, I took 25 prisoners at first and as soon as they arrived, the 20 who had prepared cells were taken, but the 5 who did not have cells were not allocated to the temporary cell, I found it strange and changed the temporary cell to a dormitory, and even so they were not. Soon after that, I built another 20 cells and even with them empty, the prisoners were not allocated.

This game file is a bit advanced after the bug occurred (I was trying everything to send them to the cell.) But I hope you can help me.
