So, what's the strategy for dealing with governing capacity? I understand investing massive amounts of reform progress in the late game and building courthouses is the way to go, but should one invest heavily even if he hasn't finished the reforms yet? Should one be ok with going over it for a few decades?
 
For a wc it might be best to not take any reform.. unlesd its good first or second or shenanigans with flipping horde
 
Cursory observations:
  • Courthouses decrease the cost of territories by a factor of 25, making them only use 1% of the capacity
  • Town Halls decrease the cost by 50%, so they can effectively make TCs only use 1% of capacity
  • State houses on glass/gems/paper give -40% to the entire state, so provinces with town halls with a state house can go down to 10% of capacity
Possible ways to reduce autonomy from territories:
  • Base of 90%
  • -10% from gov reform in monarchies
  • -10% from expansion ideas
  • -5% from TC building
  • -10% from state house
  • -20% from adm hegemony

Easiest way I have found to quickly get some Governing Capacity in the early game are the estate privileges. Every estate has one for +100 capacity for +300 in total. That's usually enough until you can get state- and courthouses.

Confirmed -10% Autonomy is a level 9 reform, and looks like the reforms can be finished in time for Absolutism. This has potential.
