Ganden Phodrang dual heir selection event

Description​

The theocracy variant of Ganden Phodrang(tibetan_dual_government_reform) often gives its heir selection event a second time after a new heir has already been selected. It doesn't matter which faction is in power. I have all DLC that doesn't solely provide graphics or music.

I assume that the States General mechanic is not supposed to affect the heir selection process(despite description of the left side faction claiming otherwise) but only provide a bonus based on heir selection history.

Steps to reproduce​

1. Become theocracy as a Tibetan culture nation.
2. Select Ganden Phodrang as your tier 1 reform.
3. Repeatedly type "die" to console and observe the behaviour of the heir selection event.
