Game stuttering in menu, early game

I'm having an issue where every 3-5 seconds, the game freezes up. I can still move the cursor, but the visuals freeze, and I can't select anything. It unfreezes after about 3 seconds.

This is happening both in-game and on the main menu (the menu graphic freezes and I can't click any menu buttons). There don't seem to be any issues on the loading screen.

I already tried doing a clean install, reducing graphical settings, and setting the game to windowed, none of which helped.

Has this always happened ever since you've had this game? Or only since when?

Does it affect CK2 and HOI4 also? Or just this game?

Doe sit matter what display mode the game is in?

I feel very silly, because manually updating the driver fixed it. That also explains why the issue only came up recently, across all PDX games. (I had been checking for driver updates through the control panel, which said everything was up-to-date).
