Game Launcher Generates an Error when Minimized After Launch

Description​

When launching Crusader Kings III from the Steam Client, the Paradox Launcher will load. When a user minimizes the launcher immediately as the window appears, an error is generated that states that the launcher is not responding. No other errors or behavior of the launcher window indicates that there is an error. The game will still launch even in this "error" state. When launching the game, the error message will go away.

Steps to reproduce​

1. Launch Crusader Kings III from the Steam Client
2. Wait for the game launcher window to appear.
3. Immediately minimize the launcher window.
4. Wait for error message.
5. Validate that the launcher still works despite the error message.

It seems that a background process is evaluating whether or not the window is active. Maybe something needs to be tweaked here to evaluate if the launcher app is healthy or not. Don't really want to do a deep dive into it since it's a minor issue and you all will know more about the logic assessing health
