Potentially stupid question , was finishing the second Shakarn campaign last night and had a future tech for Crystalline Worms to be built / recruited in colonies. Had already received the penguin research , which showed up fine but not the worms. Have I missed something ?

No , even in colonies that were maxed out , there was no option to build. I had colonies of most race points by then and nobody had the option.
then it is likely a bug.
i remember being able to build them but it was in a single player empire mode game.
maybe this unit is locked in campaign? but i doubt it.
