FPS locked at 28

How can I unlock the fps for the game? No matter what changes I make to display settings it doesn't budge from 28fps.
I've tried changing:

• the resolution and graphic options within the game display settings - nothing.
• changing 3d settings in nvidia control panel - nothing.
• changing profiles within Armoury Crate - nothing

You can see on the screenshot that even the GPU is underutilized but there is no way to make any of the changes I made alter it.
This is only happening with Empire of Sin (xbox pass for PC) and no other games.

Any help is appreciated.

Hey Zorga, thanks for bringing this to our attention. There shouldn't be a difference in Performance or Behaviour so we'll start an investigation to see where this might originate from.

Hey Zorga, a patch has gone out for the MS Store version that lifts the FPS Cap.
