2. Make sure to have nothing in stockpile/Production
3. Change Design to whatever you want
4. Instant conversion of Template to what you wanted

and important for the fix this also works with lend lease now that it is in the wide public anyways
my guess is that only some safeguards are missing before allowing editing the template
