I haven't unlocked all the ports available in the fishing industry but I have unlocked most. The problem is the shellfish harbour raises the land under it while all the others don't so there is no water under it. It's such an easy fix don't know why it hasn't all ready been done or attention brought it's stopping me from using the harbour I want to use.
