I wonder if OPs gripes with tours would be lessened if the events didn't hog the UI to the degree it does. Ignoring all bugs, balance issues and teething problems, which can be fixed, the main downside is how you get removed from the main interface, namely the map.
This is really bad with tournaments since they take up the entire screen. At least with tours you can move the window around a bit and do things around it.

In some ways I see the flood of events as a feature, in the sense that it should be overwhelming and probably tedious to visit every county in the empire in a single tour. You probably would get fed up with feast and repetitive gossip. Which is why you only bother to visit the 3-4 dukes you need to placate, and then you live with the others being snubbed until it is their time to be on the next tour. And if you absolutely want or need to do a tour where you visit everyone, then you settle in knowing that that is the game now.

But that said, it could be fine to set up long stops and short stops, and otherwise being able to condense the experience a bit more. Same could be said for tournaments, that also have some very long chains that could probably be consolidated at some points
