Problem: Portrait looks and animates correctly in Maya, but appears to have parts of it scaled to 0 in game

As you can see in the Stellaris version, there appears to be a sliver of the mesh where the neck/jaw should be.
When does this happen? Every time.
How to reproduce: Create a portrait, rig it to a skeleton, export it.
