How to get settlers

1) Religion

CRC: 2
catholic: 2
protestant: 1
reformed: 2
orthodox: 1

2) Shipyard

You get one settler a year extra if u have at least one shipyard.

3) Domestic Policies

You can get 2 settlers a year from being totally narrowminded, 2 a year from going totally naval and one a year from going for free trade. Moving in the opposite directions on those sliders will see u lose annual settlers.

4) Frontier nations

Prime example : Russia. U get settlers despite having no harbour because you are neighbouring colonisable lands.

Portugal, Spain, Holland, England, France, Denmark, Flanders, Russia, and China get some historical explorers at pre-set times.
All countries can get explorers through random events. There are four random events that can give you explorers. One cannot happen before 1500, and can occur regardless of your policy settings.
A second cannot happen before 1500, and can only occur if your land/naval policy is 4 land or less (out of 10).
The third cannot happen before 1492 and can only occur if either your land or mercantilism policy is 3 or less.
The fourth cannot happen before 1492 and can only occur if either your land or mercantilism policy is 2 or less.


Spain, Portugal, England, France, Denmark, Holland, Poland, Sweden, Russia, Ottomans, Flanders, Morocco, Iroquois, and Dai Viet get historical conquistadors at pre-set times.
All countries can get conquistadors through random events. There are three random events that can give you a conquistador. The first cannot occur before 1500, and does not depend on policy settings.
The second cannot occur before 1550, and also does not depend on policy settings.
The third cannot occur before 1600, and can only occur if your innovative/narrow minded policy is 3 innovative or less.
