Explanation? No compliance after Collaboration Government mission

I did a Collaboration Government mission on the UK with the bonus outcome (+45% compliance).

Then I conquered them and I had everywhere 45% compliance, but 0% in Wales and Lancashire.

See screenshot: (The screenshot is from some time later where the compliance has already risen a bit, but you see the difference...)

Anyone an idea what could be the reason for this?

And Wales and Lancashire show the symbol for high compliance (Informants for 15%, Local Police Force for 25% and Reorganized Workforce for 40% compliance.)
Do I really get +10% factories and ressources in Wales? Are this modifiers like Reorganized Workforce countrywise and not state wise, as the resistance modifiers?


Are there other situations where states of a country have different compliance?

Strange...my first thought was, in the case of wales (state), that it is a two-core-state; England(country) and Wales(country)... but this doesn't explain the Scottish core states has high compliance.
And in the case of Lancashire ( core only of England ) I have no idea...

The same thing happens in China in the Warlord territory. With states with 2 cores, sometimes the compliance gets added, somtimes i doesn't.
It is also random in which warlord states you get compliance after the peaceconference
 
But Lancashire has only one core. What could have happened there?
Resistance spreads: Lancashire and Wales are adjacent, no?

Still not clear why Wales is resisting and Scotland not, other than buggy randomness.
