As the title says, Turbulence planet modifier should not apply to scout units.
Nearly every scout unit in the game is a flier, save for the Dvar and Syndicate. Having their movement halved is a serious penalty to scouting - or a massive advantage for those unaffected.
A exception to this rule for scouts should be both thematic (scouts know how to deal with hostile environment) and not break balance (as scouts are not good combat units).
