It is a bit of an unrelated idea to the latest developments, and a bit late after the implementation of the mechanic, but I think it is a pity that the game didn't take advantage of the centralised treatment of characters to add some flavour to the anarchist path of Spain. It would be nice to see some generals from a defeated country switch sides and join the Global Defense Council as their country gets integrated as communes/cores, in the same fashion as Spanish generals being able to join the Soviet Union at the end of the civil war, or Vlasov defecting to the Germans. It could also make sense to either turn advisors or flavour as such to improve "collective" advisors or military staff (something like "After the incorporation of the Italian communes into the defense council, the Italian thinker Amadeo Bordiga was convinced to share his expertise with the Council of Political Advisors: +5% Political Power"). I don't know if it's feasible, but the code to split generals and advisors between sides in a civil war could be repurposed to select the generals/advisors that would join the council.
