Event to transform species broken?

Hi. I got a black hole event and analyzing the later outcomes revealed my species was strong and fighters (playing spiritualist with weak trait). I selected to research it and a scientist made a virus to transform pops. I selected to set it free everywhere but no single pop was changed.

I had psionic path. Did this (-2 DNA mod points) prevent the modification from the event?

And I got 2 research options revealing a omega structure. This changed my race to tomb world habitability and transformed my home system. My home planet lost most of its districts which I had to build again. (lots of unemployed and homeless pops)
It was about a snake (but sadly no snake in system visible).

Im playing on Xbox Series X with all DLC.
