Did anyone else notice forming GB doesn't give cores, only claims? It actually makes perfect sense if you think about it, you might have decisively convinced the rulers of the world that you have a legitimate claim to that area but you're still going to have to spend some time pacifying any recently-conquered territories. I hope all nation-forming decisions are like this.
