I was playing as italy and had boosted fascism in yugoslavia and greece and they both had elections in 1938. The fascists were the the most popular party in both cases and yet in the election they didn't flip and instead stayed non-aligned. I recall in previous versions of the game that all you needed for a country to flip ideology but is this case it failed both times. Is this a bug or an intended design decision? Do you now need more than 50% in the ideology for the country to flip? I played on the latest version of the game with no mods in a 1936 ironman Italy game with Historical focuses on in normal difficulty. I own all the major DLC except for No step back, I own Battle for the Bosphorus but I disabled it in the game I played.
