Does anyone know what the glowing hexes around a dumping site are meant to signify? Not the seven hexes of the site itself, but the highlighted radius around it.

Is it something to do with optimal placement, like it should be within that radius of the producer?

Is it a NIMBY radius, so I should avoid putting it near anything else or it'll get dust on them?

...your drones can salvage concrete from the rocks there?
 
At first I thought it's the dust area, because the rockets and extractors have it as well, but it's also visible for literally anything you can place/build so I guess not.

I assume it's just a placement assist
 
With some more testing, it seems like you're right that it's just placement assistance. There is definitely no disadvantage to putting them right up against extractors, and putting them near pipes/cables doesn't extend the dusty region any further than the extractor creates. So they're not like landfills in a traditional city builder; they're just piles of rocks. In fact, because of certain later technologies you may want to keep them basically in between the extractor and the nearest concrete depot. <.<
