Paradox owns the IP. So if they decide they want to start making in-house RPGs it's a good place to start, especially with PDX's track record of sequels outperforming originals.
That's usually irrelevant though. Usually only one business owns the rights to the game unless they have some weird right sharing agreement. So if Obsidian owns it, it would be a "we own it and will make it, Paradox funds it for a cut" kind of deal, and if Paradox owns it, then it would be a "we own it and will fund it, Obsidian makes it and gets a cut" kind of deal.
Again, there may be some weird contract that throws things out the window but based on what I've seen over the years, that's how most games are owned.
