In regards to POPs revolting, I wonder how the size of partisan units can be accurately measured. In Vicky & EU3 I recall having constant Rebel unit pop up with such size and frequency that their homeland should have been a human wasteland with all the dead rebels I left behind.
 
Every picture I see of this game, makes my heart beat faster, can't wait till I get my hands on this game. Gonna have so much fun with it, and oh awesome DD.

SO will parties follow their ideologies before or after policies? i.e. will a liberal party be able to have socialist policies [i.e to show the eugenical trend in the last decade of the C19th and until the end of the game time. or allow for regional variance] and will they then follow their polcies above the ideology or will the ideology take precident and they will only support their policies after the demands of their ideological foundations have been met?

Parties are scripted with policies. So there is nothing stopping a protectionist, state capitalist liberal party existing in the files. The party issues themselves are hard coded.
 
So will there be some rank-ordering of preferences with these rebel POPs? Like if you're some oppressed, Communist-leaning Irish craftsman with high MIL, will your issue be Irish independence or proletarian revolution?

I'm assuming that MIL for all "occupied" cultures will rise steadily throughout the game? That could make the colonial game more appropriately difficult.
