Preface: November last year I made a suggestion were among other things I suggested cultural wars. I want to improve and update that suggestion for 2.03. Cultural wars are not present in the game nor class wars since slaves rebellions are no more. IMHO, POPs from oppressed cultures should have a chance to revolt besides rebellions due to unrest.

Observation: The game defines rebellion as: "a general revolt by disaffected inhabitants [...] Rebellions generally occur as a result of significant unhappiness in the pops of a province which generate unrest and decrease provincial loyalty until tensions reach a boiling point and the province revolts" (1). That is, a province revolts when province loyalty reaches 0.

The game uses population happiness to calculate unrest (2) that affects province loyalty (3). Unrest is calculated as per the following formula for every POP with less than 50% happiness:

Thus, unrest is softened by overall territory population. No matter how unhappy are some kind of POPs (class or culture), if they are less than the happy POPs in that territory, the unrest will be minimal.

For example, if we compare two territories A and B. Territory A has 10 Pops with 8 Pops over 50% happiness and 2 Pops at 0% happiness. Territory B has 2 POPs at 0% happiness. With everything else equal, unrest for each territory will be:

Unrest (territory B) / Unrest (territory A) = 10 / 2 = 5. The same 2 POPs in two different territories produce five times unrest in the lowest populated territory.

Suggestion: an oppressed culture is one that has culture happiness below 30%. Every month, the game will check for each oppressed culture with a slim chance for an event to mobilize all POPs from that culture. The event will include a character from that culture that will be their leader. The player will negotiate with this leader for cultural decisions or civic rights for that culture. In case the negotiations go awry, the POP's from that culture will raise likewise migratory tribes and will try to find uncolonized territories to settle after razing some cities in their path.

Culture happiness is the one shown in the culture tab, for example, Rome has 5 cultures below 30% at the start of the game:
