I recommend that a CIRT team should be added to prison architect.
The CIRT team would be a team of armed guards with batons, shields, tazers and body armour. They should be on standby to respond to any serious incidents in the prison.
If an incident occurs, nearby guards should be the first to respond to the incident. Then they should call in CIRT team over their radio, who would then make their way over there to deal with it with their heavily armoured gear.
Guards who are witnessing to incident over a cctv camera should also be able to call in the CIRT team. This would make cctv cameras useful without fog or war enabled.
