It would be really cool to have another policy option relating to how your Empire deals with criminals. It could have three options off the top of my head:
1. Rehabilitation - Which will decrease ethics divergence.
2. Imprisonment - Which will lower revolt risk and provide a small boost in happiness.
3. Prison Colonies - Which will spawn enslaved 'Prisoner' pops (that can be emancipated but doing so will annoy all your non-criminal pops) that can be placed on worlds or something like this.

The options you can choose can be somewhat restricted by government type and ethos.
