Costum Rules option missing

Hello world, I've reinstalled HoI4 but I can't find anymore the Costum Game Option for fragmentation and decolonization.
I don't have the option anywhere anymore as you can see in my screenshot.
I've put all my DLCs, any ideas how can I fix it? I've Downloaded the game from a fresh install and also check my files.

@Unji_ Maybe you have used amod in the past and remains of it cause problems now? Have you checked file integrity with Steam and/or cleared your HoI4 folder under Paradox Interactive / Documents? Especially the latter often works miracles for such issues - just be sure to backup everything you like to keep like e.g. savegames.

EDIT: Standing corrected, too...at least depending on whether one defines "vanilla" as "modless" or "just the base game" - it is more precisely "the unmodded base game with the MtG DLC", as @Gheis pointed out.

@Herennius i'm playing a brand new pc build that I've build a few weeks ago, I didn't take anything back from my old pc and I've downloaded the game from steam today, I've only that music mod installed, also i've bought those major DLCs in my list today too
