console I can't for Livonia

greetings I am playing ck3 on console and am trying to form the kingdom of Livonia i started as hæsteinn of montigu in 867 and have converted to vidlist and latgalion and taken over the duchies of courland livonia latgalians and estonia but the decision to form Livonia isn´t appearing is this part of an update or dlc console hasn´t gotten of something

It's not a decision. Go into Kingdoms map, select the Kingdom of Livonia title on map, and if you hold over 50% of its de-jure land, you should be able to form it, by paying some money.

it is a decision are you sure you aren't thinking of Lithuania because Livonia is a decision
