Command Hierarchy and Structure - HoI3 v HoI4 - A middle ground?

The effect of the new system is to represent the commander who most affects unit performance with his skills - either an operational or strategic leader. The other level that could make a big enough difference to the war is on the divisional level with an exceptional commander, which is something rare. But allowing stacking of bonuses would seem excessive, and the bonuses of Generals and Divisional Commanders would logically be more similar than the strategic-level abilities of Field Marshals. In game, such divisional commanders would probably be swapped around as often as possible to optimize combats, but in reality that would be much less likely and problematic.

Well, the trickle-down bonuses would need to be balanced appropriately. I agree that skilled commanders at the lower levels of command could still make a huge difference, but that would be far too much for the player to micro-manage, hence my suggestion we should only consider the OOB from the Army level up. In HoI3 you could swap commanders around as much as you liked at any level, but doing so would halve the organisation of the unit they were swapped to.
