When attempting to declare war the option to do so is greyed out when casus belli options come up.

Please explain how to reproduce the issue
Loading up any saved game from any load.

Have you made sure to disband your army first? You are unable to declare war when your army is still raised.

You can't declare war on other vassals if your liege has a high crown authority of 3 or 4. Check this.
