Please explain the issue you experienced in the most condensed way possible
Hi,

My character became an adult with diplo education and tutor.

Text says "charismatic negociator" which is level 3 diplo trait.
I had a banner popup speaking about "grey eminence" (not sure about how it translate in english, it's "éminence grise" in french).

The game gives me a level4 diplo.

Please explain how to reproduce the issue
take save, wait for character to become adult and hope having the same roll (if it's not already decided in the savegame)

Is there anything else you think could help us identify/replicate the issue?
i guess the tooltip is wrong, maybe because i have the dynasty perk "better education"?
