Please explain the issue you experienced in the most condensed way possible
when theocracy vassal die with heir, all the heir get claim just as if he is a feudal vassal, which should not happen because the title is success by theocratic law

i believe the same thing happen on republic vassal, I think "grand city" and "great temple" need big rework as currently it is not working, the "grand city" or "great temple" vassal just sit there and do nothing and when they die they create claimant
