Please explain the issue you experienced in the most condensed way possible
I started game in Iberia. Took the Unite Spanish Thrones decision, and converted more than 75% of de jure counties to my faith and culture since localization suggest I need them all converted; found myself unable to take the Dominance decision in Iberian struggle with all counties converted to my faith and culture. I have mods on, but I found the issue in base game files; see below.

Please explain how to reproduce the issue
Start game in Iberia. Take the Unite Spanish Thrones decision, and convert more than 75% of de jure counties to character faith and culture; then the character will no longer be able to take the Dominance decision in Iberian struggle.

Is there anything else you think could help us identify/replicate the issue?
Note that the lines marked with * from the decision file don't actually work! The check requires precisely 75% of de jure counties to be your faith and culture not every, and if the intention is to make the decision easier for character who has taken the Unite Spanish Thrones decision, this failed doing so. It has only break the Iberian Dominance decision in the struggle!
