Please explain the issue you experienced in the most condensed way possible
The decision to form The High Kingdom of the North Sea is asking if ANYONE has held the required titles for 30 years, and doesn't specify if it's YOU. This means you can create the empire without even holding those titles.

The code used does not ask if you are the holder, that just someone is holding it.

For example
The decision has "title:k_norway = { title_held_years >= 30 }" but no "has_title = title:k_norway"

Sorry if this is intended but it just seem like it's really not. If it is it should be clearer.
