Please explain the issue you experienced in the most condensed way possible
All sound (music, ambient, sound effects) that are not instantaneous are stuttering, and there is static when playing sounds.

Please explain how to reproduce the issue
Just launching the game, the title screen has the same issue.

Is there anything else you think could help us identify/replicate the issue?

Can you please try verifying game files on Steam, via the Right Click > Properties > Local Files > Verify Integrity of Game Files.

Huh, Steam didn't redownload any files but that seems to have fixed it. Sorry for the false alarm!
