Please explain the issue you experienced in the most condensed way possible
Just when I drop down on the situation button, the menu that drops down is not formatted properly when it has nothing in it.

Please explain how to reproduce the issue
I am playing as a count with no situations going on since I'm just a count. I guess just get your situations to 0.

Is there anything else you think could help us identify/replicate the issue?
I notice the 0 situations instance has to be organic (that is to say no situations at all) and not just deleted to be hidden.
