Please explain the issue you experienced in the most condensed way possible
Partition succession does not correctly allocate titles which have different title laws. Instead all titles with different laws are excluded from the partition allocation. This is even the case when the title laws would be consistent with the partition (eg Male only or Male Preference) - the impact is that the eldest son will typically inherit all the kingdom titles and the remaining titles allocation with be illogical.

Please explain how to reproduce the issue
The easiest place to see this is on the 867 start with West Francia. King Charles the Bald has 2 king titles, the Kingdom of France and the Kingdom of Aquitaine. He then has a number of county titles scattered in the Kingdom of France. He has 2 sons Prince Louis and Price Carloman. The default succession at the start is that for some reason Prince Louis inherits the kingdoms of both France and Aquitaine and then the counties are divided up between them. with no logic with each getting titles in various duchies. This is not what should be happening. What should be happening is that each son gets one of the Kingdom level titles. What seems to be causing this is that the Kingdom of France title has a specific title law of "Male Only" and the way the game looks at this is that it excludes all title with specific titles laws and then divides the rest out. So in this example it take the Kingdom of France title out and then is left with 1 kingdoms title of Aquitaine and some counties and it then allocates that kingdom title to the eldest child and divides the rest of the counties between them with the end result that the eldest child gets both kingdoms.

If you remove the title law then the game correctly considers both titles and the allocation is much more logical with Louis getting France and all the counties in France and Carloman getting Aquitaine - this seems like the correct way it should be working, but because the France title has a specific law, even if actually has no impact in this situation, it does not consider it for the partition.
