Please explain the issue you experienced in the most condensed way possible
I'm playing as a kingdom and I've managed to go over my direct vassal limit.
I try to reduce my amount of direct vassals by granting a bunch (5-8) of county-size vassals to duke-sized vassals.
After doing this the amount of direct vassals I have is the same as before transferring the vassals.

Please explain how to reproduce the issue
Play as Charles the Bald in 867. Go to war with you Carolingian brothers and obtain more direct vassals than you are allowed to have. Grant county-size direct vassals to a duke-sized direct vassal.
Doing this will NOT lower the number of direct vassals the player has.

Is there anything else you think could help us identify/replicate the issue?
