Please explain the issue you experienced in the most condensed way possible
Non-Muslim clans can't do anything with cities. Being unable to control them is intentional but you can't give them to vassals either because the vassals will be of the wrong type.
Please explain how to reproduce the issue
Play as anyone who is a clan but not a Muslim. I did it by picking the Saffarids and converting to Zoroastrianism
Is there anything else you think could help us identify/replicate the issue?
