Please explain the issue you experienced in the most condensed way possible
In my capital in 4 construction slots out of 7 slots I got Hall of Heroes level 1 and Hall of Heroes level 5 in the last slot. I had option to convert it to Grant Temple - I did, hoping it will fix the other slots, but nothing was fixed and now I got the following building in my capital - Bastion&Curtain Walls, Hall of Heroes level 1, HoH lvl1, HoH lvl1, HoH lvl1, empty slot, Grant Temple.

Please explain how to reproduce the issue
I started with tribal liege, then I constructed Hall of Heroes level 5 (last one), then I adopted Feudal Ways. This is the point when I encountered the issue

Is there anything else you think could help us identify/replicate the issue?

Something is seriously wrong with Hall of Heroes. I cannot get the event to spawn the building at all as Rurik!
